Description

Before a CephFS can be renamed, we must require the user to put the the CephFS offline and set refuse_client_sessions for the CephFS.

It seems like this change can be backported to reef given that `fs swap` feature was backported (to reef). I could not find a reason to not have it backported. (the change is available in squid release btw).
