@Shion1305 Thanks for the contribution! I went ahead and pushed a small commit to clean up some style nits and simplifications that I noticed throughout the issue develop code during my review. Most of them were already in place before your change, I felt like now would be an appropriate time to address them though.

Fixes #7588
This PR proposes an enhancement to the gh issue develop command, ensuring that even if a branch is created without the checkout option, it is still fetched and accessible on the local Git system.
Rationale
The existing version of the
gh issue developcommand doesn't fetch newly created branches on the local system unless the checkout option is specified. This might be confusing or inconvenient for users who expect to see their new branch locally but have not chosen the checkout option. This enhancement thus improves the usability and user experience of the GitHub CLI tool.
