Currently even when only targeting the latest opera browser, there are still a lot of core-js 2 builtins added.
This is because the check in build-data was using strict equal which never matched because
number === stringWhile fixing this I also change the logic of this part a little bit to match what core-js-compat is doing as it is safer.
