In Russia and Ukraine: Entangled Histories, Diverging States, Maria Popova and Oxana Shevel explain how since 1991 Russia and Ukraine diverged politically, ending up on a collision course. Russia slid back into authoritarianism and imperialism, while Ukraine consolidated a competitive political system and pro-European identity. As Ukraine built a democratic nation-state, Russia refused to accept it and came to see it as an “anti-Russia” project. After political and economic pressure proved ineffective, and even counterproductive, Putin went to war to force Ukraine back into the fold of the “Russian world.” Ukraine resisted, determined to pursue European integration as a sovereign state. These irreconcilable goals, rather than geopolitical wrangling between Russia and the West over NATO expansion, are – the authors argue – essential to understanding Russia’s war on Ukraine.

About the authors

Prof Maria Popova teaches political science at McGill University in Montreal, Canada. Her research and writing analyzes democracy, autocracy, rule of law and anticorruption reforms in the post-Communist region, with a focus on Ukraine, Bulgaria, and Russia. She often comments on current developments in the Russo-Ukrainian war for the media.

Oxana Shevel is an Associate Professor of political science at Tufts University in Medford, Massachusetts, USA, and Director of Tufts International Relations program. Her research and teaching focuses on the post-Soviet region, especially Ukraine and Russia, and issues such as nation building and identity politics, citizenship policies, memory politics, church-state relations, and democratization process in the post-Soviet region. Professor Shevel’s research has appeared in a variety of scholarly journals and in edited volumes, and her policy commentary on Ukraine, Russia, and the Russo-Ukrainian war has appeared in national and international media outlets such as Foreign Affairs, Foreign Policy, Just Security, Los Angeles Times, the Washington Post, and others. She holds a PhD in Government from Harvard University, an M.Phil in International Relations from the University of Cambridge in England, and a BA in English and French from Kyiv State University in Ukraine.

Identity paradoxes
Reviewed in Canada on July 10, 2025A statement such as ‘Doing the right thing through love binds without capturing and supports without limiting.’ can be seen as having a polarized dualistic mind generated logic to it. Because we have a tendency to think of as love as a choice. There is a capacity for us to implement a higher intelligence towards what love is and isn’t when using our sacred hearts. Love is who you are.

Reviewed in Canada on December 7, 2024If you are only going to read one book for an overview of the recent history of Russia and Ukraine, this is an excellent and highly readable introduction. I read the whole book in one weekend and it tallied excellently with my personal experience of Ukrainian politics and history over the past 20 years.

Puts Russia's invasion of Ukraine into a meaningful historical context. Clear & illuminating.
Reviewed in Canada on May 22, 2024Ukrainian-Russian relations, with an emphasis on the period since independence, showing the divergent paths taken by the two nations since then. A convincing explanation of the background to the current Russian invasion. The book explains in clear language how history, and decisions by leaders in both countries, made the current clash, if not inevitable, at least very likely, given Russia's imperialist ambitions.

Absorbing and well-written
