How to make this icon 
Open your base image.

Go to image >> adjustments >> hue/saturation
Lower the saturation till it is almost all grey. (The actual amount will vary depending on the start image you are using.)
Open this texture >> Set it to Soft light >> %100

Open this texture and set it to Multiply >> %63

Go to Layer >> layer mask >> reveal all
Erase the area of the pattern covering the face.

Open this texture >> set it to multiply >> %100

Go to Layer >> New adjustment layer >> Selective colour
Set Black to:-
Cyan -30
Magenta +10
Yellow +12
Black 0
