I am getting questions about whether Trump's threats alone are illegal. The answer is yes.
1. Additional Protocol I states “Acts or threats of violence the primary purpose of which is to spread terror among the civilian population are prohibited.” (also DOD LOW Manual §5.2.2)
1/2. Threats of use of force also violate the United Nations Charter, which provides "Members shall refrain in their international relations from the THREAT or use of force against the territorial integrity or political independence of any state . . "

It is increasingly clear that Russia is committing acts of genocide in Ukraine.
When President Biden initially accused Russian forces of committing genocide, he was clearly out in front of his lawyers. But the evidence is growing that he was right.1/9

The Genocide Convention defines genocide as shown below. It entails the "intent to destroy, in whole or in part, a national . . . group." Ukrainians would qualify as a "national group," but demonstrating that level of intent is always challenging. 2/9
