Municipal Muzzle Award

Find out who we selected as our inaugural "winner"

We’re naming and shaming.

Introducing the first-ever Municipal Muzzle Award—a special award from the Canadian Constitution Foundation to one Canadian municipality with the most dangerously censorious bylaw in the country.

Our legal team at the Canadian Constitution Foundation reviewed thousands of municipal bylaws, examining policies in cities, towns, and villages across the country.

The competition was fierce—and that’s a serious concern.

Thank you to everyone who responded to our recent call for submissions. Your tips helped us identify some of the most troubling bylaws from coast to coast.

Lovingly coined by our newsletter community, the Municipal Muzzle Award search launched a broader investigation into the state of local free expression in municipalities across the country. We are now ready to share our findings with you.

Who was our pick for the first Municipal Muzzle Award? What other cities deserved dishonourable mentions?
