Let's make a texture like these:

Difficulty: Super duper easy
Program used: Photoshop CS
Steps: only 4
1. fill your layer with black color #000000
2. the I made new layer. And used 'brush' tool with name Thick Heavy Brush. I've this brush from the first time I've photoshop, so I presume that all of you have this brush.
But, actually you can use any kind of brush you've, I chose this brush because it gives a nice effect later :)
Ok, then I scratched the layer with white color #ffffff.
Why white? because I want to make the result to become white&black
3. I selected my 2nd layer and Sprayed Strokes it. Filter > brush strokes > sprayed strokes
stroke length: 10
spray radius: 25
then click ok.

This step will give the effect like this.
4. move to your 1st layer [black one]
and change the color to white
why I didn't fill the first layer with white color in the first place?
because in that way, you can't see the difference later, because the 2nd layer is white.
NAH YOU'RE DONE!
you can make it to other colors too =)
