H0364 establishes an Idaho Department of Government Efficiency (DOGE) Legislative Task Force “to enhance the effectiveness and accountability of governance in the State of Idaho.”
While we LOVE the idea of a truly effective DOGE, this implementation could be wolves guarding the hen house.
Yes, we need systematic oversight and efficiency improvements, but this should be an ONGOING EFFORT and the responsibility of every chair, every bill sponsor, and every member of the legislature DURING SESSION.
Setting up a task force outside of normal session (after damage is done), paying legislators extra to do jobs they should have been doing during session, and not compensating non-legislative advisors – who could be most effective at rooting out waste – all are negatives.
Task Force Key Details:
Comprises nine members from the legislature – 3 from House, 3 from Senate, and 3 from Joint Finance-Appropriations Committee, appointed by JFAC co-chairs (1 from House, 1 from Senate, one from either).
Can appoint up to two non-voting technical advisors.
Each member serves a one-year term, may be reappointed, and will meet at least twice annually. Five members constitute quorum.
DOGE Chair and Co-chair appointed by House Speaker and Senate pro tempore, respectively.
May divide into three subgroups:
Regulatory accountability (aims to shift most regulations to statute by 2033).
Budget accountability (reviews base budgets and identifies wasteful spending).
Government operations and oversight (assesses state government structure and recommends consolidations).
Authorized (and will be funded) to use state resources and technology, including logistical support, administrative assistance, and artificial intelligence.
Must periodically advise legislature of its findings and recommendations, though details not specified.
Sunsets on and after December 1, 2029.
Fiscal:
Legislative members compensated as provided by the citizens' committee on legislative compensation, the same as interim legislative meetings.
Compensation, including per diem and other costs, will be paid from legislative account.
Non-legislative advisors are NOT reimbursed for per diem, mileage, or other expenses.
