It is actually obvious that skins are programmed to provide an advantage to players who use them. For example, using a skin increases the amount of damage your weapon deals, it also enlargens the hitbox of your enemies. These advantages can be subtle, but Valve has done this intentionally to subconsciously encourage players to spend more money on skins. While I don't have any proof to back this up (it came to me in a dream and I am using divine guidance to make my conclusions).
