Why can't steam just delete an account. He so obviously hacks.
Just delete the profile and you'll generate revenue from all the games he will have to buy back.

In terms of bad connection its harder to react for such ratty target, unless he's stupid
and has no assassin perk on. Mostly green ping user with such tactics will kill u faster,
