Hi, I'm from the steam gifts forums and I saw that you were wondering whether you have to delete a specific folder or file. So to avoid bumping the old thread I commented here. I believe to fix your problem you have to navigate to your steam installation folder and delete everything in there except the steam.exe and the steamapps folder.
