Why this design? Well, having naked skin has its advantages. Easier to dry and clean... and, of course, it is just very nice to hug fuzzies and rub against their fur :)
Why Rockford? One of my favorite games on ZX Spectrum, also the name of the main character in Boulder Dash series (ZX & Atari), so I thought for no reason that it would make a good name for a rat. (One also could think of Roquefort, a sort of cheese and a name of Monterrey Jack (Rescue Rangers) in some localizations... but that is not supposed to be any link)
