Yeah, a lot of ahuizotl's (Quatl's species) are criminals. The grand protectorate tend to keep a closer eye on the species that have high percentages of criminal activity. Which is why there are so many black people in jail, because they are more likely to commit murder than a white guy. It's not racist, it's statistics like it's more likely for a white person to commit embezzlement or other white collar crimes.
