It's Jerry Mouse as he appeared in the [i]Tom and Jerry[/i] episode "The Cat and the Mermouse".
I'm speculating that cartoon was released alongside the Esther Williams film [i]Dangerous When Wet[/i], which also featured the cartoon duo. Of course that's just a speculation; I'll have to check the facts just to make sure.
