Psycho-Pass (an Anime) name is a play on the Japanese pronunciation of the word "psychopath" and this image is meant to be as it is a furry representation off of the anime off that series. The background is Japan around the year 2113 or so, the characters seen are stand ins for the anime characters as follows:
Left, Luca holding an assault rifle a stand in for Mido as a killer sure Luca is different but has some similarities.
Right with the cigarette is Jacob in this case Standing in as Rikako, yes it is a male standing in for a female, but like a lot of persons, he is only a pawn anyway.
Center is the ring leader Emil picking up a shotgun from behind his back is standing in for Shogo who like Shogo, Emil is very methodical.
