He is mentally disabled, I believe.
Has some kind of handicap, though I am unsure what.
He's just not that smart, frozen in a childlike state of wonder and awe.

He is mostly pale yellow, off-white, and dulled black.
He has floofy cheeks and silly ear whiskers.
His insides are the cutest pinks, but his peeper is marbled a red and pink just because.
