"So the city makes its choice known through the ballots of its people," Lyscilla said. "But it is the Guilds that move these candidates into their positions, and the candidates themselves have only known the Upper as their home."
"And have therefore received the best education and have the most experience possible to lead the people of Di'Ahla," the lion said, sounding like he was reciting a speech given to him many times.
The antelope spoke, and Lyscilla found herself copying his friendly smile, "But we have changed that to some degree, and have started allowing Trainees to come into the Houses out of their parents' offices. It doesn't seem too far off that we may have a candidate who grew up in the Lower or out on a farm."
Several Members murmured at that, and Lyscilla was distracted by the thought of Leavan sporting a colorful Guild robe, his thoughtful eyes trained on contracts or presiding over trials.
It was the lion that broke her short reprieve, saying, "That has been our way for fifty years, and it will be fifty more before the Lower produces anyone worthy of holding office."
"If we let the people decide their candidate," the antelope started, his dark eyes wide with thought.
Several Guild Members started shaking their heads, and the lion scoffed, "Could you imagine how many bribery cases we would have to field? Any Lower merchant worth his grain would want–"
"To represent his people?" the antelope cut in again. "The amount of paperwork alone makes most of the appointed landlords give up their posts." The antelope huffed as others snorted with laughter.
Lyscilla hid a smile at how few sentences it took to divide the table.
