I believe these webs are made by Funnel Weaver spiders (not to be confused with Australia's nasty, the funnel web spider), or Araneomorphae Agelenidae. These webs are common in some woodland areas around here, though most areas with alot of human traffic they're not scene. This was taken at a nature preserve.
