I dont agree or believe in genderless pokemon and legendary pokemon unless they're objects, like Ditto ot Porygon etc, items. BUT as for Arceus, since he created all pokemon, the world of pokemon and the universe, I can imagine him being both, having to struggle making more pokemon generations under Gamefreak's puns. Poor Pokemon God.....having to make eggs/pokemon or else no pokepuffs that he loves so much....
