Spec is a fan of spooky stories and urban legends. Knowing this, Luna cooked up a very elaborate plan to freak him out using the story of SCP 1471 and a whole bunch of resources over the course of a week. Based on Spec's expression, I'd say Luna is very happy with the end result.
