Basically I am going to be explaining it away in the story by the term "touched"

It is a made up term in where a Pokemon becomes "Touched" when they are touched while evolving and instead of interrupting the evolution they continue to evolve and take on human traits.

This happened to Mocha in Abby Pt.3
and it happened to Rio as well. But she is also a double touch because her mother was "Touched" and Rio her self was in contact with a human while evolving.

Not all effects and side effects of being "Touched" are documented and as thus the full extents of the condition are unknown
