The process of finding a master to lead the dragons is through democracy. It's a life long thing but dragons have no problems with it because they can impeach their masters. Plus dragons are immune to temptation and corruption, so they won't get anything like that crack whore of Toronto mayor or that diphthong of a fatso New Jersey senator.
