When Oliver shape-shifts, he retains the fur color of his natural form; that includes swapped parts, like Kieli's tail.
His shape-shifting has its limits. While he can easily turn into any animal he wants, it takes a lot of concentration to transform a single body part. Besides, the rest of him will transform along with it, eventually.
Side-note about Oliver himself: Since he's already a canine, he finds it more fun/interesting to turn into the feral versions of other canid species.
