I'm a huge cyberpunk fan and since everything Illari-related is a cyberpunk (he was "born" of a datastream after all), it was kinda no brainer to do this. Even though he is kinda sorta Russian (he manifested in his physical form there, at least), Japan is an iconic place in the genre. Also, Illari prefers guns but come on, a nanoblade katana? That's way cooler than a stupid gun and if you are nearly impossible to kill like he is, you can afford to make some stylish choices.
