Photoshop version

-Right click layer and click "Layer from background...". This should pop up a box with the name "Layer 0". You can edit the name if you want. Click OK (this will unlock the layer). Then set the layer to multiply (leave it at 100%). Then create new layer and drag underneath layer 0 (or whatever you named the first layer). Color in and have fun! <3

SAI version

Any other versions of art programs i don't know but i imagine you have to place the layer to multiply.
