A particularly unsavory character, this one, with an incredibly ugly tie, but he's delightfully mad and insidiously subtle, which makes him a fun villain. He's also fun to draw. Have a look at the "paperwork" stacked on his desk... and yet... he's a criminal mastermind.

Eventually, he'll appear in Lynxil's story, if I can ever get the chapters between his appearance and the fourth chapter hammered out and written.
