If I buy a car I don’t need to tell the person I bought it off I’m selling it when the time comes as it’s mine to do as I please.
I can see your point, though i disagree.
It's more so the artist can keep track of the characters owner. As i understand it, the artist has had quite a few stolen character issues. Almost to the degree of non-stop. By doing it this way, it's easier to manage the issue.

I am under no impression that the artist still has partial ownership over the character. Just wants to keep track. I guess the artist has had people steal characters and try and commission them with them as well.
To use your car example, and i'll be using Ford for my continuation of the example.
When you bought it and took it home, it still has the ford emblems on the front and rear. Everyone knows who made it and is like crediting the artist. The car also has a VIN and license plate that the DOT and police uses to keep track of who owns that specific car, and can use those numbers in the event of a theft. Neither the DOT or police own the car.
Any ways, as a gear head, that's my way of thinking on the matter.
And yes, it is alright to have our differences as long as we're civil about it.
