Growing up, I was a big fan of the TV show Flipper. (Okay, I know how hokey it is today, but back when I was 2 to 7 and living in Florida, it was a big thing.) When we got our pool, I found this inflatable dolphin pool toy at the store selling the us the pool and supplies. The thing was about three feet (one meter) tall and had something heavy (lead shot?) in the base. I absolutely loved this thing.

They may have used soft sand as a ballast material, it would have been low cost and wouldn't mind getting wet.
At this point, it is well past something I would worry about. I had my fun and manages to survive.
