I figure this image fits between Murana's escape from the assassin's guild within the Nocturnal District of Zootopia and her marriage to Officer Wolford of the ZPD. So suddenly she has this huge, new found freedom to do anything she wants, be anything she wants and not be mentally, emotionally or physically abused or used by anyone and she sorta goes a bit crazy. She finds a meerkat named Surrika Tunnah (another friend's OC) and becomes fast friends with her and is influenced heavily by her wild ways to include having fun at a nude beach.
