This guy looks a lot like Dragster, He's actually a clone of him, created via Alchemic simulation by one of his friends. I've never got to know the purpose of this but I kept the dude taking Dragster's place, people found out soon enough he was not the original Dragster, so now he goes by the name "Neo"
