I believe that's a furred raptor! Dino/raptor masks are very popular in the furry fandom and it's great for if you're on a budget as lots of stores such as Walmart, I believe, sell these masks. Some will just use the standalone mask and paint it different colors to match their preferences and color schemes, and others will go to greater lengths and make a full fursuit out of these masks, such as the suiter shown since the fur and shiny eyes don't come with these masks when you first buy them! There are also fursuit makers who special in rapter/dino mask fursuits and will offer them based on custom commissions or pre-mades! :)

EDIT: If you search for "dino mask", you'll get some really cool results of how these masks look like as standalones/store-bought masks as well as cool results on how people customize them into actual fursuits!

It is definitely a dinosaur mask, but I am not sure if they are meant to be a raptor or some other saurian species.

I agree that+ there have been some great masks, heads, and fursuits made based upon these inexpensive masks.
