My second dragoness 'sona, Aveytra. Not seen often as of yet, but she's a very important part of me, just as Keziah is.
It's rather hard to tell, since I haven't quite mastered the trick, but her purple markings actually glow.

1) Make a new transparent layer over your image. Pick a very bright neon looking color. Draw markings onto layer.
2) Use 'Blur' (or whatever it is called in your paint program) to blur the entire transparent layer, creating glowiness.
3) Combine the layers back together and save as whatever image format you prefer.
