I don't understand ... see the folders a user has created when browsing the gallery?

No, I mean a portal akin to "Stories", "Artwork", "Photos", "Music", "Journals" where the most recently updated folders from all users' galleries can be seen.

This allows more visibility for collections/folders/series outside of users' profiles. Right now, the most visible presence of folders, besides their own sub-gallery pages, is in the sidebar of submissions.

Fanfiction.net's implementation does the same thing, but not the way that I totally imagine it. Example: http://www.fanfiction.net/anime/Summer_Wars/
