Airmail to Canada was not $16, but a really affordable $3 for a small bubble mailer, so I think I'll just have internationals pay in two installments-- for the item, and then after shipping. You can't get an airmail quote on the USPS website, so I'd have to wait until after a PO trip. Unless someone needs international priority mail for something, that is.
