All descriptions copied verbatim from my compendium.
Runes 1 & 2 -- Strengths that the querent (me) has and how they might solve the problem
Sowilo -- Confidence and positivity. Sowilo is the rune of the sun, and it indicates a willingness to solve problems. It also indicates issues of control, or indicate someone who needs to be in control of his or her life at all times.
Ingwaz -- A willingness to end one cycle to begin another. It is a positive rune, indicating a need for relief. This also predicts an upcoming milestone event, such as a birth, a new job, etc. It indicates a sense of inner balance.
Runes 3 & 4 -- How the querent is coping with the situation emotionally, mentally, and physically
Uruz -- Uruz is ox, the rune of raw power that indicates a strong desire or need to grab a challenge or problem by the horns. It indicates a strong need for strength and change.
Ansuz -- Ansuz denotes that a test is about to be undertaken wherein communication is key. It will be difficult, but end well.
Runes 5 & 6 -- Past events that have caused the situation
Jera -- Harvesting results from past efforts, "you reap what you sow." Resolution that brings peace is on the way, but there will be loss involved.
Isa -- Primal ice, a standstill, a cessation of energy. Division in relationships. Indicates that a completion of an issue will be slow to come, and when it is resolved, some loss will be involved.
Runes 7 & 8 -- Obstacles in the querent's path
Ehwaz reversed-- Obstacles in movement and travel. It may be better to put off travel plans for now.
Wunjo -- Things are slow to come to fruition. There will be delays and challenges. A third party may ne meddling.
Runes 9 & 10 -- The people involved who helped to create the situation
Fehu reversed -- Loss, restriction, being overcome by odds. It represents frustrations and arguments in relationships.
Gebo -- Gebo is the rune of true love when referring to the matters of the heart. It is also a rune that pairs true love to some type of sacrifice.
Runes 11 & 12 -- What is happening in the present
Othila -- This, when not related to family issues, indicates either "a consuming vision" or issues with money.
Kenaz reversed -- Reversed, Kenaz indicates the falling apart of a relationship, and an overall lack of direction.
Runes 13 & 14 -- These represent the immediate future
Berkana -- This points towards some type of conception-- a newness, wether it be of children, a fresh start in relationships, or some other new thing. Overall, it warns that no results will come without effort.
Tir reversed -- Failure in business or romantic relationships. Masculine intentions may not be genuine-- it indicates a tendency to give up without a fight. It indicates a lack of communication or a weak frame of mind.
Runes 15 & 16 -- The likely long-term outcome if the present course is followed
Raidho reversed -- There will be many obstacles and delays. Travel may be problematic or arise at an awkward time.
Wyrd -- This is the blank rune, the rune of the unknowable, the rune of fate. It indicates that the querent must take whatever comes.
So, overall-- it makes sense that things have been slow to fix themeselves. All of the delay runes and obstacles. It warns that there are two separate paths ahead-- one of rebirth and renewal, and the other of ending. "Beginning a new cycle" does not only specifically refer to beginning new relationships, but also phases within relationships. This cast indicates that everyone involved must set fort equal effort, for without it, the relationship will fail. Runecasts are different from tarot casts in that they do not predict a concrete future. They give advice and show the future that will occur if the present course is continued.
