Description

This study systematically classifies the impacts of COVID-19 and international crises on SMEs, identifying adaptation factors that determine success or failure. It develops an explanatory framework with six “pandemic challenge areas” (Containment Measures, Workforce, Finance, Digitalisation, Public Assistance, European Diversity) and analyses SME performance across six industry sectors (Manufacturing, Construction, I&R, Tourism, Agro-Food, Retail) in 12 EU countries. Based on research findings, it provides policy recommendations for SME recovery and competitiveness under four pillars: emergency support, regulation & governance, training & skills, and innovation, sustainability & cohesion.
