Peer stats are reported according to the current capabilities of sciop to scrape stats from other trackers,
since sciop is not yet a bittorrent tracker in its own right.
Peer stats are thus necessarily an undercount: for the number of seeders and downloaders in a torrent,
we take the maximum count given by any of the listed trackers, which does not account for
duplicate peers across multiple trackers.
Being a unique source of data is an anti-goal of sciop:
we do not claim that these peers or datasets are unique to this instance of sciop,
since its entire purpose is to aggregate and disperse information to and from many different sources.
Uploads and peers may have originated on other trackers or archival systems,
and that's a good thing.
Notes on specific values:

Peer and seeder counts are calculated per torrent swarm -
e.g. if there were 3 torrents, and each of them had 3 seeders,
that would be reported here as 9 seeders.
Tracking and reporting the number of unique peers is an information leak,
and sciop attempts to minimize the amount of PII it stores.

Swam capacity is the total instantaneous proven storage in the swarm,
the sum of the number of seeders * torrent size for each torrent,
or, in pseudo-python,
sum([torrent.seeders * torrent.size for torrent in sciop]).
