You can clone the Git repositories with:

Mailing lists related to GNU ELPA and NonGNU ELPA are under the Emacs group.

You can request write access here if you are involved in adding and removing packages, or maintain a package that requires manually pushing new commits to branches in this repository.  The admins of the group are the Emacs (co-)maintainers plus a few extra people who are the leads for ELPA.
