And that means that City of North\\u00a0Bend Collection Foreman Joe Vos has a real problem keeping roots from\\u00a0clogging the sewer network he maintains. \\u201cWe\\u2019ve never been able to narrow\\u00a0it down to, say, Douglas Fir or Spruce or hedges,\\u201d he says. \\u201cWe just know that\\u00a0roots used to be a real problem in our system.\\u201d&lt;\\\/p&gt;&lt;p&gt;Used to be? Yes, 20 years ago, roots in the sewer system were a significant challenge, with\\u00a0routine callouts to blocked sewers, lots of jetting, and many hours and dollars budgeted\\u00a0for digging up and replacing hopelessly clogged sewer lines. But now, Vos says, \\u201cWe\\u2019ve\\u00a0eliminated most of our root problems\\u2014we may get a call out now and then for laterals,\\u00a0but never in the mainlines.\\u201dSo what changed 20 years ago? \\u201cWe realized that roots were a problem that we had to\\u00a0take seriously, and jetting and cutting wasn\\u2019t very efficient,\\u201d Vos explains. \\u201cSo we took a\\u00a0look at the various root killers available, and RootX looked right for us. We put it to work\\u00a0right away, saw quick results, and we\\u2019ve stuck with it ever since. If it\\u2019s applied correctly, it\\u2019s\\u00a0amazing.\\u201dRootX is effective mainly because it\\u2019s designed to foam on contact with water, which fills\\u00a0lines and raises the root-killing active ingredient to the top of sewer pipes, where 90% of\\u00a0root intrusion occurs. The foam is also formulated to strip away grease and grime, which\\u00a0allows the active ingredient to penetrate roots, killing them and stunting future growth.\\u00a0This is far more effective than simply jetting or cutting roots, because cut roots grow back aggressively and will soon clog pipes.And also, importantly, the active ingredient, Dichlobenil, does not have a negative effect on downstream wastewater treatment plants. It\\u00a0simply kills roots and retards future root growth, keeping sewer pipes running effeciently, significantly reducing sanitary sewer overflows.&lt;\\\/p&gt;&lt;h2&gt;Immediate Results&lt;\\\/h2&gt;&lt;p&gt;The sewer system network in North Bend is mostly made up of 6-12\\u201d lines, 30% of which are clay, 50% concrete,\\u00a0and the rest PVC. And they\\u2019re all in good shape. \\u201cEven the clay is holding up well, and it\\u2019s been in since the\\u00a01920s,\\u201d says Vos. \\u201cWe only have root problems because of the joints.\\u201dIn the rst few years of RootX use, North Bend applied about 12 boxes of RootX annually, using the supplied\\u00a0foaming applicator. The strategy then was simply to foam every line clogged with roots. And it worked\\u00a0well. \\u201cWe had a list of clogged lines, and treated nearly all of them, and honestly it worked well from the\\u00a0beginning,\\u201d says Vos. \\u201cIn less than four years, there wasn\\u2019t a single clogged line left, and we could CCTV all\\u00a0of them.\\u201d&lt;\\\/p&gt;&lt;p&gt;And after that initial heavy treatment protocol,\\u00a0RootX use dropped dramatically; the initial use\\u00a0of 10-12 boxes annually has dropped to just 16\\u00a0boxes applied every other year. \\u201cWe don\\u2019t have\\u00a0to treat roots annually now,\\u201d Vos explains. \\u201cWe\\u00a0CCTV our entire network on a three-year cycle,\\u00a0and use that data to identify lines that should\\u00a0be treated, which we do every two years. That\\u00a0has kept our lines continually clear of roots, and\\u00a0works so well we\\u2019re considering treating every\\u00a0three years.\\u201dVos tells two anecdotes to convey how happy\\u00a0he is with RootX\\u2019s effectiveness in his system.\\u201cWhen we started, we had one line that was so clogged that we couldn\\u2019t even push a jetter through. We assumed it was going\\u00a0to have to be dug up and replaced, but we went ahead and tried RootX. Three years later it was completely clear and we could\\u00a0even verify that with a CCTV run.\\u201cWe even had a manhole that was completely filled up with roots, and we treated it in the simplest possible way by pouring\\u00a0in a bag of RootX and applying water to foam it up. The next year, we pulled all those roots easily, and haven\\u2019t had a problem\\u00a0since.\\u201dSo essentially, root-clogged sewer lines are not a problem in North Bend, and haven\\u2019t been for nearly 20 years. At least, root-clogged main\\u00a0lines haven\\u2019t been a problem. \\u201cWe never get callouts any more for main lines,\\u201d Vos explains. \\u201cBut laterals are different\\u2014they\\u2019re up to\\u00a0owners to maintain, and roots do get in there.\\u201d So how does Vos deal with root intrusions into laterals? \\u201cWe let them know about RootX,\\u00a0and usually they give it a try and it solves their problems.\\u201d20 years is a long commitment to one sewer solution, especially in an\\u00a0age where new technology is being introduced constantly. But Vos\\u00a0says that, \\u201cI want to say to skeptics, that if it\\u2019s applied correctly it\\u2019s\\u00a0amazing. The way RootX worked immediately for us, and then kept\\u00a0working and keeping lines clear, and I can demonstrate that with\\u00a0before-and-after CCTV footage throughout our system. But as sewer network operators everywhere know, abundant growth can have a downside; cities spend millions of dollars annually controlling root growth in sewer lines. Left unchecked, root growth blocks pipes (or even breaks them apart) and causes backups. Since 2006, Ceres has been managing root control on their own, without using contractors, and can prove that doing root control in house saves money and is practical.\\r\\n\\r\\nThough Ceres now applies root control to their entire system, the initial impetus for getting into root control came from just one subdivision, Morrow Village. \\u201cIt was built in 1957, and all the utilities and easements were put in backyards,\\u201d explains Wastewater Systems Supervisor and Chief Plant Operator Terry Turner. \\u201cSo, it\\u2019s the only place in our network where we have to enter private property to do maintenance. Plus, the city has no control over plantings in backyards, so there are all sorts of trees and shrubs\\u2014that means lots of roots.\\u201d\\r\\n\\r\\nThe Ceres sewer main network in the Morrow Village subdivision includes 6.25 miles of 6\\u201d and 8\\u201d vitri\\u001f ed clay pipe (VCP) running about six feet underneath backyards, and roots \\u001f nd their way into the VCP through mortar joints and small cracks. Once roots are in, they grow and expand rapidly, causing backups and damaging pipe. \\u201cPrior to 2006, we averaged 12 callouts per year for backups caused by roots, just in Morrow Village,\\u201d Turner says. \\u201cMost of those were emergency callouts, costing us overtime and sometimes making it even harder to get into backyards without doing damage. It was an expensive problem, it a\\u001effected service, and it was only getting worse as the clay pipes continued to crack.\\u201d Given the location, replacing the VCP with HDPE or similar pipe was not an attractive option\\u2014trenching and replacing on private property is the kind of \\u2018solution\\u2019 that network managers like to defer as long as possible. In this area, \\u001d ow is also an issue, and moving the sewer mains out to street right-of-ways would be a big project.\\r\\n\\r\\nSo, in 2006, Ceres assigned city sta\\u001e to be trained in the use of the RootX herbicide and application system. The change since then has been dramatic; Turner now receives just two callouts per year in Morrow Village, and these are mostly for problems in the owner-controlled lateral lines. \\u201cIt\\u2019s nice,\\u201d Turner says. \\u201cI can prove we\\u2019re saving money, we\\u2019re providing better service, and the callouts now are rarely emergencies\\u2014that means we can coordinate with owners, come out on a normal workday, and access is much easier for everyone.\\u201d\\r\\n&lt;h3&gt;Why Herbicidal Root Control?&lt;\\\/h3&gt;\\r\\n\\u201cWe \\u001f rst saw RootX at a California Water Association trade show,\\u201d Turner says. \\u201cWe did some research, watched demos, and decided it was worth a try.\\u201d\\r\\n\\r\\nCeres was attracted to this particular solution by several factors:\\r\\n&lt;ul&gt;\\r\\n \\t&lt;li&gt;The herbicide used was relatively mild, and has proved to have no signi\\u001fficant downstream consequences. As a wastewater plant operator, Turner appreciates this: \\u201cIt all comes to the plant eventually, and we haven\\u2019t seen any e\\u001e ect at all. Only a small amount even gets to the plant, and it\\u2019s less toxic than some herbicides\\u2014you could say it\\u2019s non-detectable.\\u201d&lt;\\\/li&gt;\\r\\n \\t&lt;li&gt;Using the applicator, RootX foams up inside pipes, covering and killing roots, and leaving a residue on the entire pipe interior (not just within the \\u001d ow line) that lasts for up to two years, discouraging root growth.&lt;\\\/li&gt;\\r\\n \\t&lt;li&gt;Training was simple; \\u201cWe read the directions,\\u201d says Turner. \\u201c\\u2026 and Jarrett (Jackson, from RootX) came out and worked with us in the \\u001f eld, with our\\r\\nequipment. It wasn\\u2019t complicated, and we were able to start with our program immediately. Jarrett has continued to be very helpful if we have questions.\\u201d&lt;\\\/li&gt;\\r\\n \\t&lt;li&gt;The initial investment was minimal. Besides a vacuum\\\/jetter truck, which Ceres already owned, the only equipment needed was a foaming applicator. RootX actually loans these as needed, but Ceres elected to buy their own. They\\u2019ve replaced it once since then, and not because it wore out; \\u201cThe new applicator is an improvement in design. It\\u2019s easier to use, saves a few minutes on every project, and makes things safer.\\u201d&lt;\\\/li&gt;\\r\\n \\t&lt;li&gt;Root treatment is relatively fast, compared to other methods, and in normal conditions lasts for two years.&lt;\\\/li&gt;\\r\\n&lt;\\\/ul&gt;\\r\\nThe program started in Morrow Village. After CCTV inspection, Ceres established a biannual schedule that keeps roots under control. \\u201cWe service the subdivision every two years, and we\\u2019re onsite approximately three weeks,\\u201d Turner says. \\u201cWe work in 300-foot runs, from manhole to manhole (manholes are also in backyards), and we\\u2019re able to schedule the work with owners, so they can clear a path for us.\\u201d During this three week period, the city deploys:\\r\\n&lt;ul&gt;\\r\\n \\t&lt;li&gt;&lt;strong&gt;A four-man crew.&lt;\\\/strong&gt;&lt;\\\/li&gt;\\r\\n \\t&lt;li&gt;&lt;strong&gt;A combination vacuum\\\/jetter truck.&lt;\\\/strong&gt;&lt;\\\/li&gt;\\r\\n \\t&lt;li&gt;&lt;strong&gt;An easement machine\\u2014this is a small footprint piece of equipment, on tracks, that hooks up to the combination truck and provides control over jetting force without bringing the truck itself into backyards.&lt;\\\/strong&gt;&lt;\\\/li&gt;\\r\\n \\t&lt;li&gt;&lt;strong&gt;A service truck.&lt;\\\/strong&gt;&lt;\\\/li&gt;\\r\\n&lt;\\\/ul&gt;\\r\\nWith this crew and equipment, the city is able to \\u001dflush the VCP main lines and apply the foaming herbicide\\u2026 and then they don\\u2019t have to come back for two years.\\r\\n\\r\\nThe actual work\\u001d ow is straightforward; crews set up the combination truck as near to the manhole as possible and move the easement machine into the backyard. After hoses are hooked up, actual pipe treatment begins with a \\u001d flush of the pipe. \\u201cWe always clean the pipe \\u001ffirst,\\u201d Turner explains. \\u201cWe use a nozzle we call a sand head, which is a little larger than the RootX applicator. Cleaning is important, because the treatment works better on vigorous healthy roots\\u2014they take up the herbicide more effectively.\\u201d In Morrow Village, due to the access issues, crews will proceed with herbicide foaming immediately after cleaning. Where access isn\\u2019t an issue, it is sometimes better to wait a few weeks after cleaning so that roots have time to recover and grow a bit before foaming.\\r\\n\\r\\nTurner says that foaming has turned out to be a key factor in the success of Ceres\\u2019 root control program. \\u201cThe foam coats the whole pipe, sticks to roots, and leaves\\r\\na residue of herbicide on the upper pipe interior surfaces, where roots typically come in,\\u201d he explains. \\u201cThat will stay active, killing o\\u001e new roots that \\u001ffind cracks. It\\r\\nreally works well, and unless we have some sort of storm event that \\u001dfloods pipes, the residual will stay in place for up to two years.\\u201d\\r\\n\\r\\nIn a 2016 report Turner prepared for Ceres\\u2019 Public Works Director Jeremy Damas, Turner listed the main benefits of using RootX once every two years in Morrow\\r\\nVillage:\\r\\n&lt;ul&gt;\\r\\n \\t&lt;li&gt;Eliminating issues before they occur (preventative maintenance).&lt;\\\/li&gt;\\r\\n \\t&lt;li&gt;Accessing resident\\u2019s back yards during a scheduled normal workday.&lt;\\\/li&gt;\\r\\n \\t&lt;li&gt;Scheduled available man work hours.&lt;\\\/li&gt;\\r\\n \\t&lt;li&gt;&lt;strong&gt;Eliminating approximately $6,000\\\/year of overtime work.&lt;\\\/strong&gt;&lt;\\\/li&gt;\\r\\n \\t&lt;li&gt;Preserving the integrity of the V.C.P main lines until permanent repairs can be made.&lt;\\\/li&gt;\\r\\n&lt;\\\/ul&gt;\\r\\nOne advantage of applying root control in a limited area, like a subdivision, is that it was relatively easy to measure results and return on investment\\u2014in effect, the root control program served as a large, well-studied pilot project. Obviously the results were encouraging, and Ceres is now extending the root control program to the entire sewer network.\\r\\n&lt;h3&gt;Good Numbers&lt;\\\/h3&gt;\\r\\nCeres, like most of California, has been experiencing drought conditions for several years. Counter-intuitively, drought actually exacerbates the root challenge, all over the city. \\u201cThe thing with roots, especially in drought,\\u201d Turner says. \\u201c\\u2026 is that the trees are not getting what they need in terms of moisture, so they dive in deeper and will seek out any little pinhole they can \\u001ffind. Drought has also led to a few more vacant houses, where plants aren\\u2019t being watered or cared for\\u2014that also leads to more aggressive roots.\\u201d\\r\\n\\r\\nAlthough Morrow Village access issues were the main impetus for investing in a root control program, Ceres quickly extended the program to the entire network. Outside Morrow Village, root treatment is more reactive. The city has its own CCTV crew, and video inspects about 5% of the network annually. When root growth is identified by video or other means, RootX is applied, and the pipe area is scheduled for a follow up CCTV inspection.\\r\\n\\r\\nAt Ceres, hiring root control contractors was not seriously considered. \\u201cWe really like to do things in house, to keep costs down,\\u201d Turner says. \\u201cIt just makes sense to use our own manpower and to get more out of our investment in equipment. We\\u2019ve had companies submit bids, but they just can\\u2019t compete on price. So, we\\u2019ve elected to keep control.\\u201d\\r\\n\\r\\nBasically, from the Morrow Village \\u001ffigures, Turner knows that Ceres is coming out ahead with the root control program. And on top of that documented return on investment, he also knows that he is maintaining the structural integrity of a\\r\\nsewer network composed largely of clay and ductile iron pipe, indefinitely deferring the costs of trench and replace or slip lining, and keeping sewer pipes \\u001d owing. It\\u2019s a nice place to live; Money magazine has ranked it as one of America\\u2019s top 100 cities. City of Vancouver Sewer Engineering Manager Eric Schadler is one of those responsible for helping to maintain the high quality of life here. Among other duties, he manages the approximately 750 miles of pipe making up the city\\u2019s sewer network. \\u201cWe have a good mix of pipe, including some hundred-year-old clay downtown, and a lot of jointed concrete pipe mains, 18-inches and larger,\\u201d he said. \\u201cWhen it comes to roots, the concrete gives us the most failures, but they\\u2019re also a problem in clay. Several years ago, that caused some serious concerns, and that\\u2019s when we started root foaming.\\u201d\\r\\n\\r\\nVancouver relied on root control contractors for most of that period. But after gathering cost data from contracted projects, Schadler decided it made sense to look more closely at the use of city crews for root foaming. After conducting a six-month pilot test in 2015, with city crews using RootX\\u2019s foaming chemical and FDU 300 applicator, he\\u2019s concluded that Vancouver saves money when doing their own root control, with equal or better results, while maintaining more control over chemical use that can affect treatment plant performance.\\r\\n&lt;h3&gt;Pilot Test&lt;\\\/h3&gt;\\r\\nSchadler said the city had two good reasons for considering doing their own root control work. \\u201cFirst, we wanted to see if we could do it more cost e\\u001fffectively,\\u201d he explained. \\u201cIt helped that we had good figures from root control contracts, in terms of costs and lineal feet treated. We also had good ways to measure quality of results, thanks to CCTV work in connection with the contract.\\u201d\\r\\n\\r\\nControl over chemical use was also an issue. \\u201cWe are cautious about the e\\u001fffect of chemicals on our treatment plants, and we are protective of the environment. We rely on sludge-eating bacteria, and we noticed that sludge was not dissolving as we like during the contracted root control. It\\u2019s hard to put a cost on that, but it\\u2019s de\\u001efinitely a potential compliance issue.\\u201d This concern was a key factor in selecting RootX\\u00ae. \\u201cRootX\\u00ae was the milder of the products we were considering. Not only was that better for our wastewater treatment plant, but it also eliminated some safety concerns that would have required additional staffing during root control work.\\u201d\\r\\n\\r\\nInitial costs were also a factor. The competing solution would have required an estimated $46,000 jetter truck modi\\u001efication. \\u201cThat would have made root control a little easier, and might have been more efficient long term,\\u201d Schadler says. \\u201cBut it was a lot to pay up front.\\u201d By contrast, there is no equipment cost to apply RootX\\u00ae; an applicator is required, but the company provides it at no charge, and training is minimal. With this in mind, the City chose RootX\\u00ae for the pilot project.\\r\\n\\r\\nRoot foaming was scheduled via the existing work order system, based on data from Vancouver\\u2019s CCTV program. One person was hired on a limited basis for the project, as a chemical specialist, and an existing maintenance worker now spends about 50 percent of time on root foaming. \\u201cWe\\u2019ll probably never have a full time root foaming crew,\\u201d Schadler says. \\u201cBut we probably will increase our root control so that a crew is busy on this 75 percent of the time.\\u201d\\r\\n\\r\\n&lt;strong&gt;In an April 2015 memo titled, Interim Root Foaming Analysis, Schadler presented the following cost analysis of municipal root foaming compared to contracted root foaming (emphasis added).&lt;\\\/strong&gt;\\r\\n&lt;h3&gt;Background information&lt;\\\/h3&gt;\\r\\nThe City previously hired a contractor. They were able to root foam 90,000 lf of sewer lines at a cost of approximately $100,000. They completed the work in 25 days, doing 3,600 lf per day. The City had additional costs such as 100% re-TV completed lines and other prep work at a cost of $60,000. Total cost using the contractor was estimated at $160,000.\\r\\n&lt;h3&gt;Results ( with RootX\\u00ae use)&lt;\\\/h3&gt;\\r\\nCity work crews were able to root foam approximately 2,200 lf of sewer lines per day, which is almost one-third less than the previous experience using a contractor. Despite this, the City costs are still lower than they were when using a contractor.
