Proposed changes

Some improvements for browser runner and particular running Stencil tests:

• make testStatePromise a scoped variable so we can run multiple tests per session
• properly resolve Stencil config if in CJS mode
• auto import h and Fragment
• allow to keep components parameter of render method optional

Types of changes

• Bugfix (non-breaking change which fixes an issue)
• New feature (non-breaking change which adds functionality)
• Breaking change (fix or feature that would cause existing functionality to not work as expected)
• Documentation update
