FYI, this is forwarded from a Debian transition to rand 0.10 and getrandom 0.4. |
Relates to a6e0aa1 ("update rand to 0.10"). We already updated rng, but missed to update the workspace root.

rand 0.10.0 was released 2026-02-08 and can be used without code change. Default to it while still allowing 0.9.x for wider compatibility.
