This commit removes references to the pure attribute.

Relates to gh-33820.

This commit refines `@Contract` Javadoc to mention
this and new return values.

Closes gh-33849
This commit removes references to the `pure` attribute.

Removed the depreciated pure attribute and replaced with a more general and clearer description.
