Add NODE_OPTIONS=--max-old-space-size=8192 to eslint scripts to prevent OOM errors locally.

fix(eslint): increase heap size to prevent OOM errors

Add `NODE_OPTIONS=--max-old-space-size=8192` to eslint scripts to prevent
out-of-memory errors when running ESLint locally. The type-checked rules
require loading the full TypeScript project, which exceeds the default
~4GB heap limit on large codebases.

I think this will fix an issue I've seen locally, but would be good to get @renovatebot/maintainers to take a look, too, if possible
