Changes

Adding kiota to the monorepo presets.

Context

Kiota is a Microsoft tool to build REST clients from an OpenAPI description, and packages many dependencies used in these autogenerated clients. These are released together:

 fix(deps): update dependency @microsoft/kiota-http-fetchlibrary to v1.0.0-preview.70
 fix(deps): update dependency @microsoft/kiota-serialization-form to v1.0.0-preview.70
 fix(deps): update dependency @microsoft/kiota-serialization-json to v1.0.0-preview.70
 fix(deps): update dependency @microsoft/kiota-serialization-multipart to v1.0.0-preview.70
 fix(deps): update dependency @microsoft/kiota-serialization-text to v1.0.0-preview.70
