This rule was experimental ~2 years ago, we used it internally to upgrade our own packages. We never promoted it anywhere :) it's´ outdated and crashes nearly every old config it used on.
Updating Rector config takes ~2 mins and is better done with manual care, so user knows what they're using 👍
