Some cleanups to CI to reduce noise:
backports.zoneinfoon 3.7 & 3.8, to fix failing test.base/reftodorny/paths-filteron PR (it picks these up automatically anyway and warns that it's ignoring what we set)CARGO_TERM_VERBOSEif actions debug logging is enabled
