Description

OSSRH is being sunset at the end of this month. Following the documents here and here, I am updating the publishing URLs to the OSSRH staging APIs until we can evaluate a new Central Portal gradle plugin to use.

Separately, I will be updating the authentication credentials. (#3007)

Checklist

Before submitting the PR, please check following (checks which are not relevant may be ignored):

Documentation is updated. See difference between snapshot and release documentation

  • Release documentation in case documentation is related to a released version of ktlint and has to be published as soon as the change is merged to master
