This PR updates all TypeScript dependencies to version 5.9, adds .d.ts compilation checks for older TypeScript versions (see
packages/tests-typescript/package.json) and adds newly added ARIAMixin properties (ariaColIndexText, ariaRelevant and ariaRowIndexText) to the ElementInternals SSR shim.
