What type of PR is this?

What this PR does / why we need it:
As I was prepping RC2, I decided it was past time to clean up this script. This is based off of the RC2 changelog PR (#3749) because I wanted to use this to generate the manifests for RC2.

Does this PR introduce a user-facing change?:

NONE
